EXECUTIVE DIRECTOR

Chemung County Child Care Council, Inc.

The Board of Directors of the Chemung County Child Care Council, Inc. seeks an enthusiastic, energetic, dedicated, passionate leader and advocate to serve as their next Executive Director.

ABOUT THE AGENCY: The Child Care Council, located in Elmira New York, was started in 1973 and is a private not for profit agency funded through state/federal/local grants. The agency is a NYS Standards of Excellence CCRR with fourteen (14) employees. The Council has a 1.5 million dollar budget with fifteen (15) government and private contracts.

Council services include programs that support the child care industry and children and families in need of child care and/or early childhood services. Services include:

  • Child Adult Care Food Program (CACFP)
  • Child Care Referrals
  • Child Care Career Pipeline and Early Literacy Program
  • Infant Toddler and Infant Toddler Mental Health Program
  • Enrollment agency for Legally Exempt Child Care Programs
  • Registrar (licensor) for registered Family Day Care and School Age Child Care Programs
  • Child Care Subsidy Case Management
  • Child Care Subsidy Billing and Payment processing
  • Operation of the Elmira Family Resource Centers
  • First Book Program
  • Summer Literacy Program
  • Child Care Stabilization Grant TA Program
  • Child Care Desert Grant TA Program
  • Education and advocacy related to quality early childhood services, fair wages, benefits, and recognition for the child care workforce, supports for working parents, outreach to employers to support their workforce.

THE EXECUTIVE DIRECTOR: The responsibilities of the Executive Director include (but are not limited to the following):

  • Lead a strong, compassionate, qualified staff team that embraces the history of the organization and works together to maintain and expand quality services
  • Interview, hire, supervise and evaluate the Assistant Director and Fiscal Manager
  • Provide strategic leadership to the organization and foster organizational culture centered on the mission of the agency
  • Maintain current grants and seek/secure new grant opportunities that support the vision of the agency
  • Collaborate with Board members on strategy and vision
  • Program and Policy Development
  • Provide executive oversight of all agency operations, program management, and fiscal operations
  • Work with management level staff in establishing goals and monitoring results for services provided.
  • Review and approve/deny all agency expenditures
  • Actively work on child care issues locally, statewide and nationally
  • Represent the Child Care Council in the community and serve as the agency’s spokesperson
  • Willingness and commitment to serving as a key community partner with other not for profits and community agencies
  • Work to ensure the agency continues to have a vital presence and is a valued partner in the community.
  • Active member of the statewide CCRR network
  • Ensure positive working partnerships and relationships with funding contractors.
  • Monitor and ensure compliance and reporting requirements established by the funding sources and ensure accurate and timely report submission.
  • Comply with all computer usage policies, confidentiality policies and all other agency policies.

Qualifications:

  • Bachelor’s Degree or higher (with experience managing a not-for-profit agency preferred)
  • Experience with Child Care Resource and Referral, child care systems, resource development and advocacy, strongly preferred.
  • Experience with grant writing in both the public and private sector.
  • Experience in fiscal management oversight, budget preparation and review.
  • Ability to manage a multi service agency
  • Proven ability as an effective team leader and member.
  • Ability to communicate with and maintain positive relationships with the child care community, employers, funders, community leaders, other agencies and consumers of Council services.
  • Resourceful in originating, communicating and implementing ideas to improve/add services for families and the child care industry.
  • Respect and empathetic to differening values, attitudes and opinions.
  • Working knowledge of computers and ability to learn new applications
  • Keen ability to prioritize tasks and self-motivation to complete tasks

COMPENSATION: $70,000 – 80,000 annually – depending on experience/qualifications
